The development of structures and buildings within the vicinity of aerodromes may present obstructions to flight operations. The development of any structure in the vicinity of aerodromes must be controlled to ensure that the safety and effectiveness of aerodrome flight operations are not impaired. Therefore, it is essential that any proposed development near an aerodrome is appropriately assessed to ensure there would be no adverse effect on flight operations or aircraft safety, whilst also maximising the potential opportunity for on-aerodrome or off-aerodrome development.

The Civil Aviation Authority (CAA) stipulates that aerodrome safeguarding requirements are to be applied to licensed aerodromes based upon the runway use and dimensions, as detailed in Civil Aviation Publication (CAP)168 Licensing of Aerodromes, and CAP738 safeguarding of Aerodromes. In addition, unlicensed aerodromes are encouraged to lodge aerodrome Safeguarding Maps with their Local Planning Authority (LPA), to form the basis of consultation in response to local development proposals.

Our experts also have the technical and aviation expertise to conduct the analysis on proposed or existing solar infrastructure and their potential reflective hazards, resulting in an assessment of their ocular impacts often referred to as ‘Glint and Glare’.

We are highly experienced, working with airports and developers to identify optimal solutions in the assessment of potential obstacles regarding flight operations and the production of aerodrome Safeguarding Maps in accordance with CAA criteria.  We can support you in the following areas:

  • Development of Obstacle Limitation Surface (OLS) aerodrome Safeguarding Maps in accordance with CAA guidance contained in CAP168
  • Development of Operational Areas and Cumulative Assessment Safeguarding Maps, to determine the acceptability of further developments, including Wind Turbine Generators (WTG) and obstacle lighting, in relation to the existing operating environment
  • Production of accompanying Map Notes, that detail evidence that supports the designation of safeguarded areas and aviation activity details, to assist the LPA in making informed planning decisions
  • Provision of detailed assessments to identify which flight procedures are potentially affected by solar reflection, and guidance on suitable mitigation measures to ensure the safety of flight operations is maintained
  • Technical safeguarding through performance assessment of aeronautical (CNS) facilities within the aerodrome’s built environment where changes to that environment may also result in changes to the facility performance.
  • Aviation-based Glint and Glare Analysis, Solar Photo Voltaic (PV) Case Studies
  • Presentation of an aviation safeguarding brief for aerodrome operations personnel.

As part of the overarching aviation safety case for MARS Tanker, Osprey were requested at very short notice to provide independent safety assurance for the new to service Kelvin Hughes ATM radar. The task was agreed and completed within a week fully meeting Project expectations and timeline enabling the ATM case to progress to the regulatory acceptance phase on time.

Osprey’s expertise and specialist support have allowed Defence Equipment & Support to develop with confidence the equipment safety and airworthiness framework for the introduction of the A400M to service with the Royal Air Force. At a critical time in the aircraft’s life cycle, Osprey provided a principal consultant to cover the responsibilities of the Safety Manager and dedicated support to develop the Platform Safety Assessment.

The A400M PT has relied heavily on the professional commitment and specialist knowledge of Osprey consultants to develop and implement a credible Safety Management System and to mentor full-time members of staff joining the Project Team to positions where they are competent to hold a Letter of Airworthiness Authority. Consistently, Osprey has added significant value to the A400M Project and has a key part in the governance and assurance of A400M equipment safety and airworthiness.
