Aviation Impact and Mitigation

The effects of wind turbines on aviation interests have been widely publicised. The primary concerns being the physical obstruction that such large structures present to flight operations, and the interference effects that wind turbines have on aviation related Communication, Navigation and Surveillance (CNS) systems.

Osprey are a leading expert in the management of the effects of wind energy on aviation systems and have worked with a wide range of wind farm developers and UK regional airports. From 2010 approximately 14 GW of wind farms to which we had contributed aviation expertise were consented, with aviation issues resolved or consent conditions agreed.

Where wind turbines are predicted to have an impact on an airport’s radar, then a suitable mitigation must be provided if the scheme is to proceed. In some cases, operational (or procedural) mitigation can be applied which eliminates or reduces the impact as perceived by the Air Traffic Control Officer (ATCO) by, for example, adjusting the routing of aircraft away from the areas affected. Where the adverse effects of the turbines cannot be mitigated operationally, then technical mitigation may be considered. Technical mitigation may be provided using one of several techniques including adaptation / enhancement of the radar or display processing, or use of infill techniques (either “Blocking” or “Resolution Infill” methods).

To help find an acceptable interim mitigation for a proposed Wind Farm, LSA approached Osprey as recognised leaders in Wind Turbine Mitigation methods. As part of their remit Osprey reviewed the potential capabilities of the local radar as well as other mitigation technologies in relation to the anticipated turbine effects and our Operational Requirement. Based on their assessment of the available solutions, the local airspace environment and the demanding project timescales, the use of a Non Automatic Initiation Zone (NAIZ) was proposed.

Osprey subsequently developed the Radar Sensor Safety Case to include the NAIZ and supported LSA through the subsequent discussions with CAA SARG. As a result of these discussions the NAIZ was accepted into operational service prior to turbine operation.

The solution has subsequently worked well and has proven itself to be the right decision for the mitigation of the Wind Farm.

I would readily recommend Osprey to any ANSP seeking supportive and informed assistance in establishing mitigation of Wind Turbines on Approach Radars.

As part of the overarching aviation safety case for MARS Tanker, Osprey were requested at very short notice to provide independent safety assurance for the new to service Kelvin Hughes ATM radar. The task was agreed and completed within a week fully meeting Project expectations and timeline enabling the ATM case to progress to the regulatory acceptance phase on time.

At short notice Osprey picked up and delivered, to the CAA, an extremely well researched piece of UAS analysis with a number of recommendations that we can take forward into delivery. The work is high risk and will inform political decision making in the UK and set a precedent across the world. The work they have delivered to date has met the agreed scope and quality. They have delivered to the timeframe and within the cost agreed without the need to direct or oversee the detail, which was extremely important especially when one of the reasons for the commercial arrangement with Osprey was due to internal resource constraints. The review and report they have completed will feed directly into UK Government policy as well as influence European and International policy direction for RPAS.
