Instrument Flight Procedure Design

As a UK CAA Approved Procedure Design Organisation (APDO), Osprey is authorised to design both conventional and satellite-based Instrument Flight Procedures (IFP).

We have one of the UK’s largest in-house IFP design teams allowing us to be extremely responsive to the needs of our clients. Of note, many of our IFP designers have a strong operational background, giving us a somewhat unique view of how we can make your IFP’s work effectively for your operation.

Whilst not exhaustive, below is a list of some of the services we can provide:

IFP Design & Feasibility Studies

We assist Air Navigation Services Providers, Aerodromes and Aircraft Operators with the planning and design of flight procedures based on both conventional and satellite-based navigation, in accordance with CAA standards.

We can also conduct feasibility studies to assess the cost and benefits of new flight procedures, or optimise existing procedures for efficiency and to assess their impact on the environment.

5-Yearly Reviews

Licenced Airports & Aerodromes are responsible for ensuring that all published IFP’s are reviewed as a minimum, every five years.   Our approach is to work closely with our clients to discuss the existing published IFP’s to ensure that they are meeting current needs, and will continue to do so for the next five years. The ongoing review and safeguarding of IFP’s can be a time consuming, and sometimes costly process (but lower than for initial designs), so our aim is to ensure that the published IFP’s offer the best and most effective solutions for both the airport and their users. In this way we can assist in significantly reducing the cost of subsequent reviews.

IFP Safeguarding

Licenced Airports ensure safe operations in the vicinity of the airport by minimising, as far as practicable, any penetration of the Obstacle Limitation Surfaces (OLS).   Whilst the OLS offers vital protection to aircraft against new and existing developments, they do not ensure that IFP’s remain unaffected by such developments. It is vital that airports are made aware of any new development that may require an increase to the published Obstacle Clearance altitude (OCA).

In the UK, such IFP safeguarding studies can only be undertaken by a CAA Approved Procedure Designer working within an audited and approved Quality Assurance structure. Osprey can assist airports to identify critical areas outside of the OLS in which Local Planning Authorities (LPA’s) are made aware that any new structures will require an assessment against the published IFP’s. Overlays can be made available to LPA’s in a format that enables them to quickly assess any proposed structures and advise the airport of any potential impacts. We can also provide Airports with IFP Safeguarding Mapping that quickly enables their Safeguarding teams to identify those areas that are particularly sensitive to new developments that may affect published IFP’s.

Osprey provided a great service from the outset, and ensured that all aspects of the Safety Assurance documentation were accurate, robust and concise. It has been a pleasure working with the Osprey Safety Team, and I’d have no hesitation recommending their services to others.

West Wales Airport

At short notice Osprey picked up and delivered, to the CAA, an extremely well researched piece of UAS analysis with a number of recommendations that we can take forward into delivery. The work is high risk and will inform political decision making in the UK and set a precedent across the world. The work they have delivered to date has met the agreed scope and quality. They have delivered to the timeframe and within the cost agreed without the need to direct or oversee the detail, which was extremely important especially when one of the reasons for the commercial arrangement with Osprey was due to internal resource constraints. The review and report they have completed will feed directly into UK Government policy as well as influence European and International policy direction for RPAS.

Civil Aviation Authority

Osprey’s expertise and specialist support have allowed Defence Equipment & Support to develop with confidence the equipment safety and airworthiness framework for the introduction of the A400M to service with the Royal Air Force. At a critical time in the aircraft’s life cycle, Osprey provided a principal consultant to cover the responsibilities of the Safety Manager and dedicated support to develop the Platform Safety Assessment.

The A400M PT has relied heavily on the professional commitment and specialist knowledge of Osprey consultants to develop and implement a credible Safety Management System and to mentor full-time members of staff joining the Project Team to positions where they are competent to hold a Letter of Airworthiness Authority. Consistently, Osprey has added significant value to the A400M Project and has a key part in the governance and assurance of A400M equipment safety and airworthiness.

Again, Steve Elks and his colleagues have provided outstanding support to the STAMP project and associated Safety Committee, always providing sound advice and at times providing order to proceedings when meetings go off on a tangent.

All associated with the STAMP project respect Steve’s views and comprehensive knowledge of the world of safety.

Osprey’s detailed evaluation of Gatwick’s ATC assets highlighted their unique ability to deliver a complex requirement within a challenging timeline.  Osprey demonstrated a high level of competence and experience that clearly demonstrated their understanding of the technical landscape and the strategic needs of our airport.  Their professional and collaborative approach ensured they worked closely with all key stakeholders to deliver the intended outcomes of the study on time and on budget.
