Gareth Vaughan
Co-Managing DirectorHaving joined the business as Osprey’s Delivery Director, Gareth was appointed Co-Managing Director of Science Group’s Defence and Air businesses; TPG Services and Osprey CSL in late 2024. Gareth’s experience leading defence and aviation consultancies that offer distinctive technical services to civilian, government and defence organisations will be fundamental to the division’s growth plans.
Gareth has a wealth of senior leadership experience gained in technical and business management roles for a range of defence, aerospace and civil transport businesses. His last two roles were managing director at Techmodal Ltd, a Bristol based, data science consultancy (now a part of BAE Systems) and Overwatch Aerospace, a military UAV start up where he managed their business scale up adding a product development teams and process to a rapidly expanding business.
There is a high level of synergy between Osprey CSL and TP Group, both are at a pivotal stage of development with opportunities to grow and extend their operations. Gareth’s experience, knowledge and leadership is vital in delivering high levels of service while increasing capacity and making inroads to new domains. He will also work with the team to leverage specialist skills from the wider network of Science Group companies to meet customers’ specific technical and advisory needs.
Steve Elks
Air Traffic Management Systems Team LeaderSteve is a highly experienced Aviation Consultant and Chartered Engineer with an exceptionally strong and proven record in developing and delivering complex projects, requirements capture and safety assurance across a myriad of Air Traffic Management (ATM) equipment and processes.
With over 26 years aviation engineering experience, Steve has the comprehensive knowledge and practical experience required to apply the very latest safety processes and lead complex technical ATM and Communications, Navigation and Surveillance programmes for both Military and Civil clients.
A former Air Traffic Controller in the Royal Air Force, Steve has been with Osprey since 2011. He is the ATM Systems Team Leader and Quality Manager for Osprey.
Mark Wakeman
Airports and Airspace Team LeaderMark joined Osprey in June 2017 and after a period as Principal Consultant, he was promoted to the Osprey Board in 2018 as the Operations Director. He became Chief Operating Officer in 2021 and is now the Team Leader of the Airport and Airspace Team.
Prior to joining Osprey Mark completed a 6-year tenure with the Civil Aviation Authority as a Technical Airspace Regulator. He also gained extensive consulting experience working in the health sector implementing lean processes and methodologies to help transform operational processes.
Mark also completed a 28-year career in the Royal Air Force as a fast-jet navigator and Qualified Weapons Instructor. He has extensive experience in flying operations, instructional roles, synthetic and collective training, and the management and analysis of aircraft and complex weapon systems trials.
Joe McKenna
Platforms and Air Systems Team LeaderJoe spent 16 years in the Royal Air Force as an Aerosystems Engineering Officer working with fast jet, transport, and surveillance aircraft, specialising in military-registered civil-operated platforms. For the last 6 years, Joe has been an air safety and airworthiness consultant supporting numerous air platforms in the Defence Air Environment.
As an aerospace safety consultant, Joe undertook independent safety auditor activities for Typhoon, Battle of Britain Memorial Flight, and P-8A Poseidon. He also supported the UK Military Flying Training System to bring the new fixed-wing training aircraft into service including the establishment of the Prefect TMk1 in-service support team. More recently, Joe provided safety support to the Puma2 & Gazelle Delivery Team by producing the Gazelle AH Mk1 risk-to-life safety artefacts.
Joe has also recently completed an MSc in Safety and Risk Leadership and will be leading an Air System Safety Case tasking into AirCap for a surveillance aircraft and further developing the Osprey Space safety offering.
Liam Clarke
Instrument Flight Procedure Design Team LeaderLiam is an approved IFP Designer and completed both his initial and advanced IFP Design training with the Air Navigation Institute in Switzerland. He is trained in the design of non-precision and precision instrument flight procedures including ILS, MLS, GBAS, PBN 3D (LPV, LPV200, LNAV-VNAV and RNP APCH). Liam is the IFP Team Leader.
Prior to joining Osprey, Liam completed a 22-year career with the Royal Air Force as a Flight Operations Manager, he was then a founding member of the IFP Design Team at Cyrrus Limited. During his career, he has worked with numerous civil and military airports all over the world. Liam is responsible for the whole ‘production line’ in the creation of a new procedure from the initial site visit and data capture, through the HAZID and design process with IFP WP coding and the production of a flight validation plan (including ARINC 424 Database Coding) to ultimately liaise with relevant AIS to ensure accurate and timely publication.
Liam has published procedures in the IAIP’s of Ireland and the UK in addition to actively flown IFP’s around the world ranging from ice Runway approaches in Antarctica to ILS approaches in the Middle East.
Chris Lindsay
Airspace Special Projects Team LeadChris, a programme and project management professional with over 28 years in Air Traffic Management, joined the Osprey Airports and Airspace Team as a Principal Consultant in March 2022 and was promoted to Airspace Special Projects Team Lead in 2024. His background spans defence, civil aviation, rail, and the care industry. As the former Head of ATM Assurance for the Royal Air Force, he’s skilled in policy, strategic planning, and safety assurance. Chris has also served as a Business Change Manager for Network Rail, reinvigorating key programs, and as CEO of a Veterans Charity and Care Home, where he oversaw care delivery and a £14M development program. His expertise includes comprehensive ATC, fire service, and airfield management, with a talent for fostering strategic relationships.
